ATSSA Takes Action on MAP-21

In September, ATSSA sent several letters to U.S. DOT Secretary Ray LaHood outlining the Association's insights and interpretations of the new transportation authorization law, Moving Ahead for Progress in the 21st Century Act (MAP-21). ATSSA submitted a letter on the Work Zone Safety Grant which advocates for the funding of the grant and shows the important role that the grant has played in recent years to in reducing work zone fatalities. The Association also submitted a letter on the high risk rural road study and manual that MAP-21 instructs the Secretary to undertake. Finally, the third letter discusses state strategic highway safety plans (SHSPs), the Highway Safety improvement Program (HSIP) and how ATSSA members are a valued voice that state DOTs should bring to the table and listen to.

"Guidance on the Use of Automated Flagger Assistance Devices" Now Available

The ATSSA Team has developed a new guidance product under the FHWA Work Zone Safety Grant titled “Guidance on the Use of Automated Flagger Assistance Devices.”

This guideline outlines the use of Automated Flagger Assistance Devices (AFAD), mechanically operated temporary traffic control devices used to assist flaggers, by various DOTs and provides information to practitioners on scenarios for determining when to use AFADs; selecting an AFAD, which may include determining the cost/benefit of using such devices; addressing safety concerns or limitations; and making the necessary adjustments when using AFADs. AFADs may be an appropriate alternative that can potentially increase the safety of flaggers by removing them from the direct flow of traffic, especially when there is no viable escape route for a standard flagger position during operations. Within the guideline, a table summarizing 11 State standards on the use of AFADs may assist other DOTs in developing their own policy during maintenance and construction activities. The guideline determines that the overall assessment of AFADs from workers and drivers is positive, and the use of these devices is recommended. The target audience is: public and private temporary traffic control designers and manufacturers of ADA devices. To order copies, send an email to training@atssa.com or you can download the product at www.atssa.com.

ATSSA Encourages Members to Take Toward Zero Deaths Pledge

ATSSA has developed a Toward Zero Deaths pledge to help raise awareness of the need to continue to drive down the number of roadway fatalities that occur each year. The pledge will help contribute to a larger nationwide effort to focus on moving the nation Toward Zero Deaths. ATSSA has been working with the Federal Highway Administration and other national stakeholders on the nationwide effort. The pledge is a great and easy way to get involved in the national Toward Zero Deaths effort and to raise awareness for the need to invest in roadway safety infrastructure. Many ATSSA members have taken the pledge already, and some have circulated it around to their employees for their signatures as well. Won't you take a moment and join us? Contact ATSSA's Director of Government Relations Laura Perrotta at laura.perrotta@atssa.com for more information.
